The Kingdom of Bahrain is celebrating the 25th anniversary of the National Action Charter, observed annually on February 14, marking a historic milestone in the Kingdom’s comprehensive development journey.
The occasion represents a defining national moment that reflects the Royal vision of His Majesty King Hamad bin Isa Al Khalifa. The Charter signaled a qualitative transformation toward legislative and institutional modernization, reinforcing Bahrain’s path as a modern civil state founded on justice, transparency, the protection of human rights, and public freedoms.
Since its launch, the Charter has guided progress across political, economic, social, cultural, and development sectors, aligning national advancement with the demands of a changing world while preserving Bahrain’s Arab and Islamic identity.

A Document of Reform and Renewal
The National Action Charter is regarded as a comprehensive national framework for reform and modernization. It stands as a pledge of loyalty and unity, reflecting the alignment between the leadership’s vision and the aspirations of Bahraini citizens to build a state rooted in institutions and the rule of law.
Approved through a national referendum on February 14, 2001, with an overwhelming 98.4 percent majority, the Charter represented a modern social contract that received exceptional public support. The referendum marked the cornerstone of the wide-ranging reform project launched by His Majesty the King following his accession to the throne in 1999.
The strong public endorsement underscored broad national consensus across society, ushering in a new era of collective national action. It laid the foundations for democratic development and strengthened Bahrain’s standing as a regional and international model of political and social progress, coexistence, and peace.
