The Northern Municipal Council has moved to confront the growing issue of workers being housed within family residential areas, warning that the situation now carries social and safety implications that can no longer be overlooked. The matter was raised during the council’s Ordinary Session 11, where members agreed that the spread of unregulated accommodation requires coordinated and decisive intervention.
Pressure
Council member Mohammed Saad Al Dossary outlined the scale of the problem, pointing to increasing complaints from residents over overcrowding, unauthorised subletting and the erosion of the social character of neighbourhoods. Members heard that some properties are being used in clear violation of regulations, with multiple occupants sharing homes originally designated for single families.
Impact
Members stressed that the issue extends beyond planning violations. Abdullah Mubarak Bilal Al Qubaisi highlighted concerns over the effect on families, children and women living nearby, noting that residents have repeatedly raised fears related to privacy, safety and quality of life. Reference was also made to recent disputes and incidents in some areas, underscoring the need for preventive action rather than reactive enforcement.
Decision
It was agreed to refer the issue to the technical committee for detailed study, aiming to develop practical and enforceable solutions. Members stressed that the referral should not delay action, calling for outcomes that protect the social fabric of residential neighbourhoods while ensuring that housing regulations are applied fairly and consistently across the Northern Governorate.
