2,850 hired in education and health sectors since 2023

Around 2,850 new staff were taken on across Bahrain’s education and health sectors from January 2023 to December 2025, with Bahrainis accounting for about 93 per cent of the hires, the Civil Service Bureau has said.

The intake covered government hospitals, primary healthcare centres and related bodies, as well as the Ministry of Education and higher education institutions. Expats made up about 7 per cent of appointments, according to the bureau.

The details came in a reply to a parliamentary question from MP Mohsen Al Asbool, who asked about the bureau’s current and future plans to bring graduates from a range of academic fields into government jobs.

Studies

The bureau said it works with the Ministry of Education by sending studies that map likely job needs across government bodies for posts that require a bachelor’s degree, split by academic specialism.

It said the work feeds into the annual scholarships plan and aims to match higher education output to actual demand in the government job market.

It described its remit as central oversight of civil servants’ affairs in government bodies covered by the Civil Service Law, alongside advice and administrative supervision.

Tasks

Referring to Article 3 of the Civil Service Law, the bureau said its tasks include taking account of how education and training output fits with public-sector job needs, in coordination with the relevant bodies.

It said matching education outcomes to public-sector labour needs is a shared responsibility across several government bodies, and that plans are needed to keep academic specialisms in line with demand.

The bureau also said it focuses on training and development for government staff, working with the relevant bodies to update training programmes based on identified needs, career paths, the aims of government entities, approved budgets and Bahrain’s general policy.

Updates

In that context, it cited Instruction No. 5 of 2015, which regulates training and secondment through scholarships or study grants, updating the system for government staff and spelling out responsibilities for government bodies, the bureau and employees.
