MPs call for ‘urgent’ debate on monitoring vape, tobacco shops

MPs have filed for a general debate in Parliament to question the government on how it monitors vape and tobacco shops and keeps nicotine products out of children’s hands.

The request, submitted under Article 68(b) of the Constitution and the Council’s Rules of Procedure, asks the Ministry of Health and other relevant bodies to explain how retailers are policed, how the legal age of 18 is enforced, and what steps are taken to stop sales to minors.

MP Mohammed Moosa, chair of Parliament’s Public Utilities and Environment Committee, has also taken other steps on the issue, including a draft law and a parliamentary question.

Amendment

His proposed amendment to Bahrain’s anti-smoking and tobacco law would raise penalties for selling cigarettes and tobacco products to anyone under 18, with fines between BD1,000 and BD3,000.

It would also allow a monthlong closure for a first offence, with permanent closure if the violation is repeated.

In their request, the MPs cite rising use of vapes and other nicotine products among students and young people.

Complaints

They refer to complaints from parents and reports from the ground that some retailers sell to minors without proper age checks.

They also want the government to spell out how the Health Ministry works with other bodies, including the Interior Ministry, the Ministry of Industry and Commerce, and municipal authorities, to spot violations and take action, and what plans are in place to cut access and reduce health risks.

Request

The request gives MP Mohammed Moosa priority to speak during the debate.

Those backing the request are Mohammed Moosa, Bader Al Tammimi, Hamad Al Doy, Mohammed Jannahi, Abdulwahid Qarata, Abdulhakeem Al Sheno, Mohammed Al Rifai, First Deputy Speaker Abdulnabi Salman, Mohammed Al Olaiwi, Mohammed Al Ma’arafi, and Abdulla Al Rumaihi.
