MP proposes new Parliament committee on long-term planning for disasters and crises

A draft change to Parliament’s rulebook has been sent for review after a proposal to create a new standing committee on strategic planning and disasters.
Speaker Ahmed Al Musallam referred the proposal, which would amend parts of Decree-Law No. 54 of 2002 on Parliament’s rules of procedure. It was submitted by MP Maryam Al Dhaen.
Her proposal sets up a permanent specialised committee called the Strategic Planning and Disasters Committee, made up of five members.
Its work would cover reviewing and developing strategic and development projects, and preparing legislative plans and wider strategies to deal with disasters, emergencies and crises in line with national goals.
Priorities
The committee would also assess risks, set priorities and run awareness work with the relevant bodies.
The scope listed in the proposal includes wars, epidemics, food and water security, and natural disasters.
In an explanatory memorandum, Al Dhaen said global shocks, including the Covid-19 pandemic, showed a need for a dedicated committee to examine medium- and long-term plans and judge their quality and effect.
Readiness
She said the change would improve readiness for natural disasters and other emergencies, and strengthen cooperation between the legislative and executive branches.
The lawmaker added that Parliament should be a key partner in putting together, studying and developing strategic plans as global challenges and crises increase.
