Kuwait Approves Defence Cooperation Pact with Pakistan

Agreement Strengthens Military Training, Intelligence and Security Collaboration

Kuwait has officially approved a defence cooperation agreement with Pakistan, establishing a formal framework to expand military and security collaboration between the two countries.

The approval came through a decree-law published in the latest edition of the official gazette, endorsing the agreement signed in Kuwait on June 11, 2023.

The agreement aims to strengthen bilateral defence relations by promoting cooperation in military training, education and armed forces coordination, in line with the laws and regulations of both countries as well as their international commitments.

The pact covers a wide range of areas, including military training and education, logistical support, exchanges of military personnel, technical experts and specialists, scientific and technological cooperation, military intelligence, and other defence-related fields that may be agreed upon in the future.

To implement the agreement, both countries will develop annual cooperation plans through executive protocols and programmes. The framework also encourages greater collaboration through the exchange of official visits at different levels.

A joint military committee will be established to oversee and coordinate the agreement's implementation. The committee, chaired by representatives appointed by the defence ministers of Kuwait and Pakistan, will meet annually.

The agreement includes strict provisions to safeguard confidential information exchanged between the two sides. Classified documents, materials and information cannot be shared with any third party without the originating country's written consent, and confidentiality obligations will remain in effect even after the agreement expires.

Under the financial arrangements, the agreement is based on the principle of reciprocity. The host country will cover the costs of domestic official travel, accommodation and emergency medical treatment for visiting delegations during agreed official visits.
