Indian Passport just a travel document, not document of citizenship, says ministry

NEW DELHI:  The Indian Ministry of External Affairs recently clarified that an Indian passport, while a vital travel document, is not conclusive legal proof of national citizenship.

This announcement, made during the 14th Passport Seva Divas, has ignited a significant debate across social media regarding the documentation required to definitively establish one's status as a citizen.

Officials emphasised that passports primarily facilitate international travel. A note on the back flap states that the document is the property of the Government of India and must be surrendered if ordered, reinforcing its role as a travel document rather than a permanent citizenship certificate.

This aligns with judicial precedent. During the Special Intensive Revision of voter rolls, the Supreme Court affirmed that common identification documents like Aadhaar and voter ID cards are strictly for identity and residence. They allow for the exercise of the franchise but do not prove citizenship.

The MEA’s stance has prompted intense public discourse. Citizens are now questioning which documents the government considers authoritative for proving nationality, leading to calls for greater clarity on the legal requirements for establishing Indian citizenship.
