EU expands sanctions framework over threats to maritime navigation linked to Iran

The European Union has expanded its legal sanctions framework to include individuals and entities involved in actions attributed to Iran that are seen as undermining lawful transit and freedom of navigation in key Middle East waterways, including the Strait of Hormuz.

The Council of the EU announced the decision, extending existing restrictive measures initially introduced in response to Tehran’s military support for Russia’s war in Ukraine, as well as its backing of armed groups in the Middle East and the Red Sea region.

Under the revised framework, the EU will now be able to impose sanctions on those involved in policies or actions that threaten maritime security and disrupt the free movement of vessels in international waters.

The Council stated that actions targeting commercial and other vessels passing through the Strait of Hormuz are inconsistent with international law and violate established rights of transit and innocent passage through international straits.

The updated legal basis allows the EU to introduce additional restrictive measures, including travel bans on listed individuals and entities, asset freezes, and prohibitions on EU citizens and companies from making funds or economic resources available to designated targets.

The decision follows a political agreement reached by EU foreign ministers at the Foreign Affairs Council meeting on 21 April 2026.

Background

The EU first established a dedicated sanctions framework in July 2023 in response to Iran’s military support for Russia’s war in Ukraine. The scope was later expanded in May 2024 to include Iran’s support for armed groups in the Middle East and the Red Sea region, as well as missile and drone attacks carried out against Israel in April 2024.

In its conclusions in March 2026, the European Council stressed the importance of maritime security and full compliance with UN Security Council Resolution 2817 (2026), calling for respect for freedom of navigation and condemning any actions that disrupt shipping or access to the Strait of Hormuz.
