Trump administration offers $100m in aid to Cuba in exchange for reform

Washington DC: The Trump administration has publicly offered $100 million in direct humanitarian aid to Cuba on the condition that the island’s communist government implements ‘meaningful reforms.’ 

This announcement, made by the U.S. State Department on Wednesday, heightens pressure on Havana as the country grapples with a severe energy crisis and widespread blackouts. U.S. officials stated that the decision now rests with the ‘Cuban regime’ to either accept the assistance or be held accountable for denying life-saving aid to its citizens.

The proposed package includes funding for ‘fast and free’ internet and direct humanitarian support, to be distributed through independent organizations like the Catholic Church rather than the state. 

Secretary of State Marco Rubio emphasized that the offer aims to bypass a system the U.S. claims enriches elites while impoverishing the public. This move follows a series of fresh sanctions and a tightened oil blockade that has crippled Cuba's power grid.

Havana has dismissed the offer as a ‘lie’ and a ‘fable,’ with Foreign Minister Bruno Rodriguez questioning if the proposal is a ‘dirty deal’ to undermine Cuban independence. President Miguel Díaz-Canel blamed the island's ‘tense’ situation squarely on U.S. economic warfare.

 As Cold War-era tensions resurface, the U.S. maintains that the $100 million remains available, provided Cuba commits to Trump-approved political and economic changes.
