3,000 Troops, 5 Ships: Key Pact Allows India, Russia To Share Military Bases

MOSCOW: In a significant boost to their strategic partnership, India and Russia have operationalized the Reciprocal Exchange of Logistics Agreement (RELOS). This pact, which came into force in early 2024 after being signed in February 2025 and ratified by Russia in December 2025, marks a new era in Indo-Russian military cooperation.
Under the agreement, both nations can simultaneously station up to 3,000 troops, five warships, and ten aircraft in each other’s territory. The pact is initially set for five years, with an option for renewal. It provides reciprocal access to military facilities, including airbases and ports, for maintenance, replenishment, and logistics.
This move is particularly strategic for India, as it grants access to Russian naval and air bases, including those in the Arctic region, while allowing Russia broader access to Indian facilities in the Indo-Pacific. Beyond logistics, the agreement facilitates joint training, humanitarian missions, and disaster relief, significantly enhancing the interoperability of both armed forces.
