US Warns of Chinese Influence in Panama Canal, Calls It a Security Threat

U.S. Secretary of State Marco Rubio met with Panamanian President José Raúl Mulino and Foreign Minister Javier Martínez-Acha in Panama City today to discuss pressing regional and global issues, including concerns over Chinese influence in the Panama Canal, illegal migration, and economic cooperation.

During the meeting, Secretary Rubio conveyed President Donald Trump’s preliminary determination that the Chinese Communist Party’s current level of influence and control over the Panama Canal area poses a security threat. He emphasized that such influence is in violation of the Treaty Concerning the Permanent Neutrality and Operation of the Panama Canal. Rubio made it clear that the current status quo is unacceptable and warned that without immediate changes, the U.S. may take necessary measures to safeguard its treaty rights.

In addition to security concerns, Secretary Rubio highlighted the importance of joint efforts to curb illegal migration in the region. He commended President Mulino for his support of a joint repatriation program, which has significantly reduced illegal crossings through the Darien Gap. The Secretary also discussed the need for an improved investment climate in Panama, advocating for fair competition and equal opportunities for U.S. businesses operating in the country.

Secretary Rubio also praised President Mulino’s leadership in supporting democracy and freedom in Venezuela, reaffirming the U.S. commitment to promoting stability and democratic governance in the region.

Following the discussions, Secretary Rubio expressed appreciation for the constructive dialogue, emphasizing the United States’ commitment to strengthening bilateral relations. He described the meeting as a crucial step in revitalizing the strategic partnership between the United States and Panama, in alignment with President Trump’s vision for the region.
