Employees with temporary contracts in the government sectors are on the decline, with their number dropping to as low as 26 this month, revealed Minister of Shura and Parliament Affairs.

In reply to a question by Shura Council member Fouad Ahmed Al-Hajji, Ghanim Fadhel Al Buainain said the government offers temporary contracts only to cover urgent needs.

“Temporary contracts are mostly for covering the absence of an employee who goes out on leave or when the governmentneeds more hands to support some emergency programmes or projects,” the minister said.

The appointments are based solely on the recommendation of governmental authorities, subject to the approval of the Civil Service Bureau.

When asked about the procedures to cancel the temporary contracts, the minister said cancellations are at the request of a government agency.

“Such an action occurs to fill the post with a permanent employee, provided a vacancy is available in the organisational structure and within the maximum job limit for government agencies.”

On renewal of a temporary contract for more than one year, Al-Buainain explained that the renewal is legal and based on Resolution No. (51) of 2012 related to the executive regulations for the Civil Service.
