Seven tannour bakeries have been found in breach of rules on the use and quantities of subsidised flour since the start of the current legislative term (2022-2026), the Ministry of Industry and Commerce has told the Shura Council, out of 417 active bakeries.

In a written reply to Shura member Fouad Al Haji, Minister, His Excellency Abdulla Fakhro, said the ministry has overhauled how subsidised flour is issued for tannour bread.

The process moved to a fully electronic system in 2024, replacing paper steps with electronic cards and a direct link to Bahrain Flour Mills Company, allowing each allocation to be tracked.

The ministry said it also carries out field visits to new bakeries before approving flour quotas, to ensure each share is set under clear rules. A separate electronic link with the Labour Market Regulatory Authority (LMRA) now adjusts quotas automatically based on the number of workers listed on a bakery’s commercial record.
