Most Northern Municipal Council’s requests still waiting or rejected

Barely a fifth of the Northern Municipal Council’s public works requests were acted on during its third session.

Nearly 3,000 appeals were sent to government departments across the Northern Governorate. Most remain unanswered or were dismissed outright.

A report issued by the Council yesterday lays out the scale of activity and the limited response it received.

Completion

Of the 1,102 public works requests filed, just 248 were completed. Another 668 have yet to be addressed. A further 186 were rejected.

The Council held 21 regular meetings during the session, along with a single extraordinary sitting.

It issued 91 formal proposals, including 10 decisions and 81 recommendations.

Approval

Of these, 25 received ministerial approval, 22 were turned down, 41 are still under review and three drew no reply at all. The submissions covered a mix of topics.

Four related to planning matters, 20 involved administrative affairs, nine concerned financial or legal issues, and the remainder focused on infrastructure and public services.

In the Urban and Village Development file, 35 requests were submitted for the maintenance of local majlises. Only nine were carried out.

Stages

The other 26 are still in progress and span several stages, such as contract preparation, resubmission or scheduling. No requests were rejected in this category.

The Council also filed 52 requests for rainwater insulation. Thirty-five have been completed.

Thirteen are awaiting contract finalisation. Three were withdrawn and one remains pending discussion.

The General Committee met 20 times, sending forward 79 proposals and reviewing 228 topics.

Files

The Technical Committee, chaired by Jassim Hijris, held 24 meetings and studied 248 files.

These included six planning documents, 114 building classifications, four naming proposals and 17 specialised projects.

The rest concerned road works, construction matters and planning infringements.

The Financial and Legal Committee, led by Salman Mohsen, met 18 times.

Recommendations

It submitted 28 recommendations and 51 proposals, carried out 14 field visits and held six meetings with public bodies.

It also reviewed one statute, 17 financial items, four expropriation requests and six Council recommendations relating to rules and standards.

The Services and Public Facilities Committee, chaired by Abdulla Al Thawadi, convened 21 times and held two coordination meetings.

Visits

It conducted 38 field visits, approved 51 proposals and discussed 76 topics.

These included 74 public and municipal service projects and two items concerning internal procedures.

The Public Relations and Media Committee, also chaired by Abdulla Al Thawadi, held 19 meetings.

It considered 51 matters and referred 12 to the Standing General Committee.

Districts

Across all districts, the Council submitted a total of 2,979 requests to the relevant authorities.

These included 521 municipal forms, 369 complaints, 336 general queries, 122 site visits, 110 service proposals and 88 public health cases.

The list also featured 87 coordination meetings, 83 planning and classification items, 49 projects tied to municipal work, 41 local schemes, 30 requests for lighting, 25 inspection visits, eight construction-related maps and eight requests for special activities.
