Expats Hold Majority of Smart Transport App Licences in Bahrain

Bahrainis hold just two of the five licences issued for smart public transport apps, with expats holding the rest. Under current regulations, licences are available only to businesses, with individuals excluded from applying.
Transportation and Telecommunications Minister HE Abdulla bin Ahmed Al Khalifa told the Shura Council in a statement there were no immediate plans to open licensing to individuals, citing the demanding operational requirements.
‘This sort of service depends on integrated data management, client support, financial oversight, technical expertise, promotional strategies, and dedicated technical support,’ the minister explained, responding to questions raised by council member Hisham Al Qassab.
Minister Al Khalifa stressed that all applicants—Bahraini or expat-owned—were assessed under the same rules.
‘There are no special exceptions or privileges granted; the criteria remain the same for everyone,’ he said.
Applicants must provide detailed operational plans clearly outlining how they will manage client interactions, financial oversight, promotional activities, technical support, and compliance with legal requirements.
Additionally, under Bahrain’s current regulations, applicants for licences must demonstrate reading and writing proficiency (or employ someone with these skills), have no convictions for crimes involving dishonesty or breach of trust unless the sentence was suspended or their record cleared, and must exhibit good conduct and a reputable background.
Minister Al Khalifa assured the Shura Council the ministry remained ready to cooperate fully and provide any necessary assistance.
