Bihar Offers Strong Investment Opportunities in Green Energy Sector: Energy Minister

With the objective of establishing Bihar as an emerging investment destination in the country, the ‘Rising Bihar Investor Summit-2026’ was held on Thursday at Hotel Taj City Centre, Patna. Organised on the theme ‘Bihar – The Emerging Investment Destination of India’, the summit witnessed participation from around 200–250 representatives from industry, investors, entrepreneurs, financial institutions and various business organisations.

The inaugural session was attended by Hon’ble Chief Minister Shri Samrat Choudhary, Hon’ble Union Minister for Road Transport and Highways Shri Nitin Gadkari, Hon’ble Bihar Industries Minister Ms. Shreyasi Singh, Hon’ble Road Construction Minister Shri Kumar Shailendra Er. and other prominent representatives.

Bihar Moving Towards ₹5 Lakh Crore Investment Target

In his message issued for the summit, Hon’ble Chief Minister Shri Samrat Choudhary stated that the Government of Bihar has set a target of attracting investments worth ₹5 lakh crore by November 2026. He invited industrialists, entrepreneurs and business leaders to invest in Bihar and become partners in the state’s development journey.

The message highlighted the government’s efforts to create a favourable business environment, strengthen the industrial base and develop the infrastructure required for investment. It also highlighted the establishment of more than 100 industrial areas and the increase in the state budget, which has reached ₹3.47 lakh crore in recent years.

The Rising Bihar Investor Summit-2026 provided an effective platform for dialogue between the government, industry and investors. Special focus was placed on investment opportunities in energy, renewable energy, solar power, green hydrogen, battery storage, solar parks and biomass. With a planned investment of ₹1,88,383 crore in the energy sector, Bihar highlighted the extensive opportunities available in the power and green energy sectors.

A large-scale investment plan has been prepared for Bihar’s energy sector. The state is working towards planned investments of ₹1,88,383 crore in power generation, transmission, distribution and renewable energy projects. These include projects related to solar power, battery storage, pumped storage and green energy corridors. These initiatives will strengthen the state’s energy infrastructure and support the expansion of industrial and commercial activities.

Wide-Ranging Investment Opportunities in Energy Sector

The summit placed special focus on the energy and renewable energy sectors. Investors were briefed on opportunities in solar energy, solar parks, biomass, green hydrogen, rooftop solar, battery storage, pumped storage and green energy corridors.

Through ongoing reforms and new projects, Bihar is continuously strengthening its power generation, transmission and distribution systems. This will further enhance the energy infrastructure required for the expansion of industrial activities in the state.

Special Sectoral Investment Session on Energy

The third Sectoral Investment Session on ‘Energy’ was chaired by Hon’ble Energy Minister Shri Shailesh Kumar alias Bulo Mandal. Shri Ajay Yadav (IAS), Energy Secretary-cum-Chairman and Managing Director, BSPHCL, made a presentation highlighting major reforms, achievements, investment-friendly policies and future opportunities in Bihar’s energy sector.

Energy Minister Shri Shailesh Kumar alias Bulo Mandal said that Bihar is a high-growth market with a large consumer base. With rising energy demand and a strengthening power system, the state offers significant opportunities for investment in the energy sector.

He said that Bihar is rapidly progressing in the green energy sector and offers strong investment opportunities. Along with rooftop solar under PM Surya Ghar Muft Bijli Yojana, special focus is being given to Pumped Storage Projects (PSP), Battery Energy Storage Systems (BESS) and other green energy projects.

Under the PM-KUSUM scheme, solarisation of 2,554 agricultural feeders has been approved, under which solar power plants with a total capacity of 2,585 MW will be established. He invited investors to explore investment opportunities in Bihar’s energy and green energy sectors and stated that the state government is committed to providing the necessary policy support and facilitation.

Energy Secretary Shri Ajay Yadav informed that the Bihar Government approved the Green Hydrogen Policy-2026 just a day ago. The solarisation of 2,554 agricultural feeders has also been approved with the objective of increasing farmers’ income and promoting green energy. Under this initiative, solar power plants with a total capacity of 2,585 MW will be established.

He stated that several important projects are underway in the transmission and generation sectors. Continuous investment, new projects and policies promoting renewable energy are creating new investment opportunities in Bihar.

Investment Opportunities in Renewable Energy and Energy Storage

During the sectoral session, the Energy Minister and Energy Secretary interacted with investors and shared details of plans for expanding renewable energy in the state. Work is underway to promote around 2.5 lakh rooftop solar systems. Along with solarisation of agricultural feeders, significant investment opportunities are also emerging in battery storage and other energy storage systems.

Investors are being encouraged to participate in the expansion of solar energy, solar parks, biomass-based projects and solar projects at various locations across the state. Work is also progressing on Green Energy Corridors and Pumped Storage Projects.

To ensure reliable power supply to new industries being established in the state, generation, transmission and distribution networks are being strengthened simultaneously. Emphasis was also placed on providing necessary departmental coordination and facilitation for setting up projects.

The session was attended by Shri Rahul Kumar (IAS), MD, NBPDCL & BREDA; Shri Nawal Kishor Choudhary (IAS), MD, Bihar State Power Transmission Company Limited; and Shri Vishal Raj (IAS), MD, Bihar State Power Generation Company Limited.

Direct Interaction with Investors; Projects Discussed

A question-and-answer session was held after the Sectoral Investment Session, followed by a B2G (Business-to-Government) meeting. During the interaction, investors engaged directly with the Energy Minister and the Energy Secretary.

Discussions covered the Renewable Energy Policy, PM-KUSUM 2.0, solar energy, energy storage, nuclear and thermal power, land availability, Green Hydrogen Policy and infrastructure requirements for energy projects. The participants also discussed investment proposals, generation, transmission, distribution, policy requirements and opportunities for collaboration in the energy sector.
