Shura to tackle environment appeal deadline extension

A parliament-drafted amendment to Bahrain’s Environment Law will go before the Shura Council on Sunday, after the Public Utilities and Environment Committee advised against backing it in principle.
The draft law would change paragraph (a) of Article 113 of Law No. 7 of 2022 on the Environment by extending the time limit to challenge, in court, a decision rejecting a grievance from 30 days to 60.
The committee’s report will be tabled for debate at the sitting.
Committee members said the present route already gives enough time once the full chain is counted.
A person who is notified of a decision has 30 days to file a grievance.
The authority must then decide the grievance and notify the complainant within 30 days.
If there is no reply within that period, it is treated as a rejection.
After that, the person has a further 30 days to take the matter to court, either from the date they are told of the rejection or from the date the response period expires.
On that reading, the committee said, the total window can reach 90 days, which it viewed as sufficient for someone to study the decision and take advice before going to court.
