Muharraq Council Approves Draft Law

Muharraq’s municipal council has endorsed a draft amendment to the Law Regulating Buildings (Decree-Law No. 13 of 1977) that would allow the municipality to set specific days and hours when construction, demolition, and excavation are prohibited in residential areas.

The draft, originating from a Shura Council proposal, would empower the municipality to determine the schedule for such bans and to permit exceptions based on local conditions.

The government said it supports the initiative and is preparing a new building law for the Kingdom. The forthcoming law will outline licensing procedures, project requirements, and obligations to follow during construction, including rules on digging, backfilling, and infill, aimed at protecting residents and enhancing safety standards.

The amendment seeks to shield neighbourhoods from noise and disruption while allowing councils to decide suitable hours for bans and exceptions.

An explanatory note highlights that the change gives municipalities greater flexibility to manage building activity in residential areas without halting work and aligns with existing municipal laws and similar regulations in the region.
