Licence waiver on small animal and meat imports for travellers approved

Two ministerial decisions have waived import-licensing and veterinary-certificate requirements for small, personal-use consignments of animal feed, pet food, supplements and meat carried by travellers or sent by post.
Issued by the Minister of Municipalities Affairs and Agriculture, His Excellency Wael bin Nasser Al Mubarak, the measures were published on the latest edition of the Official Gazette.
Under Decision 107 of 2025, consignments accompanying travellers or sent as postal parcels for personal use are exempt from the import licence, veterinary health certificate and certificate of origin.
Monthly limits
The monthly limits are up to 50 kilogrammes of animal feed, 10 kilogrammes of dog and cat food, three kilogrammes of solid supplements and one litre of liquid supplements.
These items must be free from toxins, epidemic pathogens and controlled substances, and be fit for animal consumption.
Decision 108 of 2025 covers meat brought in by travellers per vehicle for personal use, exempting it from the import licence and veterinary health certificate.
Ceiling
The ceiling is two carcasses of sheep or goats, or 40 kilogrammes of cut meat per month per vehicle.
The consignments must be free from toxins and epidemic pathogens and be fit for human consumption.
The Undersecretary for Agriculture and Animal Resources and the relevant bodies are tasked with enforcement from the day after publication in the Official Gazette.
