New Delhi: Foreign ministers from the Quad nations, the United States, India, Japan and Australia have announced new agreements on critical minerals, energy security and Pacific infrastructure as the group seeks to strengthen cooperation in the Indo-Pacific region.

During a meeting in New Delhi, the four countries unveiled plans for their first joint infrastructure project: the development of a port in Fiji aimed at improving port capacity across Pacific island nations.

U.S. Secretary of State Marco Rubio said the project reflects the group’s growing focus on strategic infrastructure and regional partnerships. He also announced a new Indo-Pacific Energy Security initiative and a framework to strengthen supply chains for critical minerals, including mining, processing and recycling.

The meeting brought together Indian External Affairs Minister S. Jaishankar, Australian Foreign Minister Penny Wong and Japanese Foreign Minister Toshimitsu Motegi alongside Rubio.

The new minerals initiative is expected to be particularly important for Japan following China’s restrictions on exports of certain minerals used in aerospace, defence and semiconductor industries.

The Quad grouping has faced questions over its momentum after leaders failed to hold a summit last year amid tensions between U.S. President Donald Trump and Indian Prime Minister Narendra Modi over trade and tariff issues.

Despite concerns about reduced leader-level engagement, Rubio said the partnership remains central to U.S. strategy in the region and pointed to the latest agreements as evidence of growing cooperation among the four countries.

Officials did not confirm whether a Quad leaders’ summit will take place this year, although Rubio said diplomats are working toward arranging one later in 2026.
