Etihad Rail and ADPIC Sign Strategic MoU to Drive Future-Ready Infrastructure in Abu Dhabi

Etihad Rail, the developer and operator of the UAE’s national railway network, has signed a strategic Memorandum of Understanding (MoU) with the Abu Dhabi Projects and Infrastructure Center (ADPIC) at the Abu Dhabi Infrastructure Summit (ADIS) 2025. The agreement aims to strengthen coordination and strategic alignment in the planning and execution of infrastructure projects supporting Abu Dhabi’s long-term development goals.
The signing ceremony was witnessed by His Excellency Mohammed Ali Al Shorafa, Chairman of the Abu Dhabi Department of Municipalities and Transport, with the MoU inked by H.E. Shadi Malak, CEO of Etihad Rail, and H.E. Maysarah Mahmoud Eid, Director General of ADPIC.
Under this partnership, both entities will collaborate on knowledge sharing, project studies, engineering plans, and infrastructure development strategies. A key focus will be on integrating infrastructure initiatives within Abu Dhabi’s five-year capital projects plan.
Highlighting the significance of the partnership, H.E. Shadi Malak said:
“This collaboration with ADPIC marks a major step toward delivering world-class rail infrastructure in the UAE. Guided by the vision of our Chairman, His Highness Sheikh Theyab bin Mohamed bin Zayed Al Nahyan, we are dedicated to building efficient, accessible, and future-ready transport systems that advance national development and enhance quality of life.”
Echoing the sentiment, H.E. Maysarah Mahmoud Eid added:
“This strategic alliance reflects ADPIC’s focus on cohesive and impactful capital project delivery. By aligning governance and planning, we’re not only optimizing budgets but ensuring each infrastructure investment directly contributes to livability, sustainability, and economic resilience in Abu Dhabi.”
Beyond joint planning, the MoU encourages greater private sector participation, especially around Etihad Rail stations and assets. It also includes initiatives for joint innovation in urban planning and infrastructure design, alongside training programs and knowledge-sharing sessions to build local capacity and drive sustainable growth.
This partnership marks a significant milestone in Abu Dhabi’s mission to become a global benchmark for integrated infrastructure. By leveraging public and private sector expertise, Etihad Rail and ADPIC aim to build a smarter, more connected, and resilient capital.
The agreement was formalized during ADIS 2025, a growing platform for regional collaboration, innovation, and policy dialogue in the infrastructure space.
