Periodic increment linked with assessment results

The Civil Service Bureau (CSB) President Ahmed Zayed Al Zayed said 2015 was the year of capable enforcement of the job performance management system (ADA). 

The system underwent rigorous detailed studying by CSB officials, followed by conducting the requisite changes to ensure compatibility between ADA system, HR systems and the enforcement of salaries and benefits eligibility regulations together with basic output of job assessment process, including incentives, promotion, training, accountability and disciplining.

Al Zayed said the seventh edition of Civil Service Instructions was enforced to consolidate credible, subjective, fair and equal assessment of individual performance as per ADA compulsory distribution.

This committee was formed in all governmental bodies that are under the CSB umbrella.

The system aims to create harmony between the strategic goals and individual goals of an employee and management and to give feedback through direct communication between the in-charge and the employee.

The system also connects the output of HR systems appraisal and development through fair, transparent assessment of employees, requires the creation of gradual change in the job performance management system as well as setting up controls to ensure compliance of governmental bodies before application of ADA system.

Al Zayed said the CSB had activated electronic controls linking periodic increment in 2016 with the results of 2015 assessment to set up the correct basics for employee remuneration and management to achieve the fundamental principles upon which the system stands.

He said the duration to feed the outcome of annual performance assessment of an employee has been decided from September to 15 December of the same year, with focus on continuity of direct interaction between the in-charge and the employee by boosting regular interviews to follow up workflow and to ensure employee performance achieves the goals agreed from the beginning of the assessment cycle.
