Bahrain Justice Ministry launches online execution system

Ministry of Justice, Islamic Affairs and Endowments and the Supreme Judicial Council announced the implementation of an advanced online system for Execution Directorates’ procedures as well as a set of new e-services, in cooperation with the Informatics & e-Government Authority. 

Held last Thursday, the announcement was in the presence of the Minister of Justice, Islamic Affairs and Endowments Shaikh Khalid bin Ali AlKhalifa; Head of Supreme Judicial Council and President of the Cassation Court Chancellor Salem bin Mohammed AlKuwari; along with Informatics & eGovernment Authority CEO Mr. Mohammed Ali AlQaed.

Also attending were a number of Judicial Branch representatives, lawyers and relevant officials who were presented with details about the system, its most prominent features and were introduced to the recently launched e-Services. 

The developed project aims at launching new services and re-engineering of others targeted towards individuals, lawyers or both segments. Some of the eServices, which particular ones require registering within the Basic level of the eKey system, comprise the ‘Travel Ban Enquiry’ and the ‘Payment of Required Amounts’ eService to lift the ban. 

Along with the eServices - targeted for individuals and lawyers - such as the ‘Formation of Execution File’, ‘Payment of Execution File Formation Fees’, ‘Court Execution Request’, ‘Request Status Enquiry’, and ‘Report of Cases’ eServices. 

The developed directorates’ procedures encompass the single window which allows the completion of all the procedures and reduces the number of steps for the applicant in order to easily submit the required papers, pay the fees online and benefit from the service. This also minimizes the volume of correspondences in the directorate, in addition to electronically submitting the applications whether through lawyers or individuals. Furthermore, providing enquiry services available via a variety of channels out-of-which individuals are able to directly benefit from, developing electronic procedures, and facilitating the SMS service for individuals – all in preparation of the eTransformation. 

H.E. Salem bin Mohammed AlKuwari stated that the execution of the project comes within the framework of objectives which aim at reducing the timeframe for completing the transactions with the reduction of total cost in order for the exchange and integration amongst directorates and clients to become accessible through an easy and fast manner. He further added that the procedures were studied and analyzed by the directorate which works on more than 14,000 files per year; it had also placed an Action Plan for the purpose of improving the procedures, adopting the electronic system to complete such files, as well as working on creating a single portal in order to provide the services with the coordination of the Informatics & eGovernment Authority. 

AlKuwari explained that the project will be implemented over two phases, the first was accomplished during the second half of last year and the second will comprise the launch of the single window and providing the eKiosks. Judges, lawyers and employees will be provided with a training program on the advanced system to be capable of utilizing and operating the system. 

On his part, Mr. AlQaed declared that in order to develop the directorates’ procedures, a joint working team has been formed. The team comprises the Business Process Re-Engineering (BPR) department of the authority, representatives of the ministry’s Execution Directorates together with Supreme Judicial Council so as to study, analyze, place the procedures and set the Action Plan. He also explained the authority’s role in offering the ministry technical and consulting expertise.

Furthermore, Informatics & eGovernment Authority CEO elaborated that it has been coordinated between the ministry and the Supreme Judicial Council to train all the users of the system within the Qudurat eTraining program. The training will similarly include front office employees who will also be trained on enhancing their customer care skills. 

During a presentation, the ministry showcased further details on the developed procedures and the enhanced system. On its part, the authority presented and introduced the bundle of the new eServices. 

With the collaboration of the authority, the launched set of eServices are added to the other eServices – provided by the ministry – which is currently exceeding 60 services.
